Sarbodaya Nepal is national NGO has over decades experience in the sector sustainable community development in general and food security and sustainable natural resources management in particular. Sarbodaya Nepal has emerged as an NGO after decade long works of the Fondazione Un Raggio di Luce Onlus (FRL), Italian Foundation in different parts of Nepal

Sarbodaya Nepal hereby invites applications from interested candidates for Disaster Risk reduction (DRR) Officer of 1 year for the DRR project in Nuwakot.

Background:

Sarbodaya Nepal has a central office at lalitpur, Pulchock, three district offices Dolakha, kabhare and Jumla and 1 project offices in Nuwakot. The program unit presently serves all the needs of the central office and provides technical backstopping to project and district offices under the existing HR policy manual. The Program Coordinator will be based in district office and support the Executive Director and program officer in smoothly running of the project.

Purpose of the Assignment:

The purpose of this assignment is to Coordinate and support for the construction of community led reconstruction process at the community level. To ensure the effective implementation of rebuilding program. Coordination with municipalities, DDRCs and relevant stakeholders Remain updated on the national and local government’s decisions on rebuilding and provide support to earthquake affected families. Ensure promotion of participatory approach, community is well mobilised and project concept is well understood. Support and strengthen tasks forces and groups  and local organizations. coordinate to provide formal and informal training to stakeholders and community. Ensure effective integration and mainstreaming of gender and the principle of ‘inclusiveness’. Ensure that designs, drawings, and cost estimates for construction are prepared, checked and approved before expenses are incurred. Ensure that all financial requirements and norms are met before making recommendation for payment of expenditures or settlement of accounts. Guide, groom, and mentor all subordinate staff member in their respective works and responsibilities for their personal growth and effective result in the communities. Contribute to the preparation of learning documents for knowledge management and publication. Represent Sarbodaya Nepal in the meetings, workshops and conferences as requested. Coordinate with executive director as necessary. Ensure that the planned ward and municipality level trainings are timely implemented. Ensure well documentation of the process and products

Qualifications and Competencies :

Candidate must have Bachelor’s degree in DRR, development studies, Social Science, agriculture, natural resource management or relevant field,  from any recognized university. Minimum 5 years work experience, gender sensitive. Ability to work in the team and have the team work spirit. Experience on disaster responsive activities. Experience on socio and technical skill in working with community groups in housing and community development. Ability to work under pressure and ready to work long hours if required Keen interest and commitment to support for community led development processes having good computer skills. Tactfulness  and  an  ability  to  deal  with  people. Proficient in use of word processing and spreadsheets software packages. Ability to take initiative and work independently. Good communication skills in both English and Nepali.

Job Description: DRR Officer, SARBODAYA NEPAL

1. JOB POSITION: DRR OFFICER, based in Nuwakot district

2. PROGRAM/PROJECT: Strengthening Community Resilience to Disasters/DRR Project

3. PERIOD FOR:Initially one year (With Possibility of Extension)

4. REPORT TO:Program coordinator  (PC)

5. SUPERVISING TO:Project assistant and Social mobilizers

6. PURPOSE OF THE JOB: To oversee, and in collaboration with local partners (CARDSN)

to  supervise the effective implementation of the Disaster risk reduction (DRR) mainstreaming climate change adaptation (CCA) in the project activities, mainly focusing on DRR elements of earthquake recovery project particularly through coordination with DRR stakeholders at district level.

To provide technical expertise in inclusive DRM with a focus on children, people with disabilities, gender and social inclusion; build the capacities of project team accordingly. To take part in strategic planning for DRR and CCA component in AWO supported project at Nuwakot district with communities

7. Coordination and Representation:

  • Assist to networking and coordination among community of practices at district as advised by project coordinator in terms of Disaster Risk Reduction (DRR) measures.
  • Coordinate with Project Coordinator, MER officer, Project Assistant and Social Mobilizers in terms of organizing program related to DRR.
  • Represent Sarbodaya in district level and project related national level program events in Disaster Risk Reduction.
  • Ensure the visibility of Sarbodaya and AWO international e.V. funded activities by using of communication tools, active participation in public meetings and workshops, branding in the banners etc.
  • Coordination with finance team for review of monthly budget vs expense and other financial issues in DRR related components

8. Planning and Implementation:

  • Coordinate to conduct district level stakeholders planning, meeting, orientation, training and other relevant activities of AWO International funded recovery project including capacity building for the staffs.
  • Lead, review and develop DRR intervention strategy in coordination with Project team
  • Supervise the effective implementation of DRR projects with regular field visits in line with DIP.
  • Work closely with project team during planning, monitoring and reporting of DRR components
  • Deliver technical expertise in inclusive DRR, with a focus on children, people with disability, gender and social inclusion
  • In coordination with Project Coordinator guide the consortium partners to organize, monitoring visit of local authorities all the activities of the DRR.
  • Lead and/or co-facilitate training sessions, workshops and orientation program related to DRR.
  • In coordination with project coordinator support to implement and provide strategic inputs for the preparation of District Disaster management Plan, Simulation and Local Disaster Risk Management Plan.
  • Assist PC and Administration Finance and Logistics Officer to complete and implement procurement process and policies of organization and in accordance to funding partner requirement at district.

9. Reporting:

  • Document progress  for the activities related to DRR and provide it to Monitoring Evaluation and Reporting officer
  • Ensure collection of field report from project assistant and social mobilizers ensure quality and submit it to MER officer for monthly, half yearly and final narrative report
  • Share findings, lessons learned and case for documentation purpose and to be disseminated at district and national level.

10. Qualifications required

  • An ability to coach, delegate, follow-up and supervise as well as support.
