Vacancy Announcement

FHI 360, an international NGO, is recruiting highly qualified and dynamic candidates for Nepal Early Grade Learning (EGL) Program. The anticipated Nepal Early Grade Learning (EGL) Program will support the government of Nepal to strengthen the capacity of national, provincial, and municipal government entities to improve learning outcomes for early grade students.

Chief of Party – USAID Nepal Early Grade Learning

The Chief of Party provides overall management, coordination, oversight and ensures that activities and sub-partners are coordinating and working to achieve results. This individual will be the key liaison with coordination among USAID and key stakeholders, and other implementing partners. Her/his primary responsibilities are aimed at providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the contract. This individual will be expected to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments. S/he will supervise activity implementation and ensure the activity meets stated goals and reporting requirements. The Chief of Party will have demonstrated ability to work in complex, politically charged, unstable environments, conflict areas, work across different cultures, and manage diverse teams to deliver impact within agreed timelines.

Minimum Requirements

  • Requires a Master’s degree in education or a directly relevant field from an accredited university, or a Ph.D. or Ed.D. is highly preferred.
  • At least 15 years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this program.
  • At least 10 years’ development experience in Nepal and/or South Asia.
  • Experience managing education projects in Nepal.
  • Candidates with experience in early grade reading preferred, for example, teaching reading, contributing technically or managing reading programming.
  • Experience in managing large scale activities, strategic planning and implementation of related activities.
  • Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
  • Demonstrated ability to work in complex, politically charged, unstable environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area.
  • Fluency in Nepali and English.

Senior Reading Advisor  

The Senior Reading Advisor (SRA) will provide technical leadership in assuring high quality reading and writing programming in Nepal. In collaboration with the Government of Nepal, USAID, other implementing partners, and other key stakeholders,

  1. provide technical advising on education systems and policies to support to high quality decentralized reading programming;
  2. provide technical leadership adaptation and improvement of professional development systems for teachers, coaches, and mentors;
  3. review and revise existing education materials, from Early Childhood Education and Development (ECED) to grade 5;
  4. design a context-appropriate, classroom-based reading assessments and related instructional responses;
  5. provide support to pre-service and community reading and writing programs as needed.

Job Summary/Responsibilities 

  • Working with the Chief of Party and other team members as needed, to take part in discussions with government stakeholders on policy and sustainable systems to improve student literacy outcomes
  • Build strong collaborative relationships with governmental agencies, including national, provincial and municipal governments, donor and partner organizations and other NGOs to establish collaborative working processes, enhance quality and effectiveness of programming, and serve as a knowledgeable resource in the area of literacy programming
  • Lead the team of technical staff and partners working revisions to curriculum and teaching and learning materials; ensuring technical quality standards and appropriateness for context
  • Provide technical leadership to design and revise professional development in reading for teachers and government stakeholders, assuring adherence to research and best practices
  • Provide capacity building in the teaching of reading as needed for staff and partners
  • Oversee development of a context-appropriate, classroom-based reading assessment
  • Support efforts aimed at building community and parent engagement for reading
  • Evaluate, through data and site visits, the effectiveness of literacy related activities and make recommendations for improvement to meet project goals, especially student outcomes
  • Represent the organization on this component externally at professional meetings and conferences.

Minimum Requirements

  • A minimum of a Master’s degree is required in one of the following fields: reading education, curriculum and instruction, or elementary teacher education, or education with a reading focus
  • Working knowledge of linguistics, instructional design, bilingual education and/or language transition
  • At least ten years of demonstrated technical expertise, with substantial developing country experience in a similar context
  • At least five years of demonstrated excellence in a management position, preferably including direct supervision of professional and support staff, and quality evaluation of staff performance and deliverables is required
  • Demonstrated technical expertise with literacy assessment, teaching and learning materials, and scripted lessons required
  • Experience and expertise in overseeing the design of teacher professional development for large-scale education programs required
  • Ability to organize and conduct trainings and technical workshops related to literacy is required
  • Experience and skills related to policymaking and/or parent and community engagement required
  • Experience teaching in primary schools strongly preferred
  • Sensitivity to and understanding of cultural and political challenges of implementing projects in developing countries required
  • Excellent oral and written communication skills in Nepali and English are required.
