Through a systems-based approach to market development, financial services access, disaster risk reduction, climate change adaptation, and youth engagement, Mercy Corps builds resilience among target communities.


The Nepal country office of the United Kingdom’s Department for International Development (DFID) is launching a new programme to support Nepalese youth to access gainful employment in Nepal or through migration. The “Skills for Employment Programme” (SEP), will be a 4-year program aimed at creating more productive and equitable vocational skills and migration systems improving the livelihoods of poor Nepalis. This objective will be achieved through increased employment opportunities with higher wages and improved working conditions specifically targeting youth, women and disadvantaged groups.
Mercy Corps is seeking a highly-qualified individual to take on the role of Team Leader for SEP to provide overall leadership, management and strategic vision to the implementation of this program. S/he will focus on evidence-based approaches that will leverage existing market systems and adaptive program management.



• Provide leadership and strategic vision in all aspects of programme implementation, development and management.
• Develop SEP strategy and vision, maximizing internal and external resources, including hiring and building appropriate staff skills, and partner relationships in order to achieve programme goals and objectives.
• Ensure programme strategy is clear and communicated to team members, partners, government and the private sector.
• Collaborate and ensure synergies with other related Mercy Corps programmes with a employment-creation focus.
• Create a work atmosphere conducive to professional growth and development of excellent personnel at all levels.


• Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
• Set a team culture valuing learning and adaptive management in support of an ongoing resilience approach in programming
• Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
• Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
• Supervise and manage all program staff to ensure day-to-day activities are implemented in a coordinated fashion according to schedule, budget and quality.
• Supervise and manage all program partnerships to ensure sound coordination in the context of an overall program strategic and resilience-building framework.
• Manage and help with the recruitment, orientation, professional development and ongoing training of program staff to ensure they are of the quality and technical capacity necessary to ensure the successful implementation of activities.


• In collaboration with the country program’s operations and finance departments, ensure proper financial management, procurement, administration, human resources and logistics (including transport, warehousing and asset management) needs of the program are conducted within Mercy Corps’ policy and with the maximum benefit to the program.
• Monitor adherence to contract agreement, Mercy Corps’ policies and procedures and relevant external rules and regulations, including those of the government of Nepal.


Develop close and productive working relationships with all partners and other stakeholders – including the primary stakeholders, operations departments, the private sector – all parties required to establish a shared vision of the project and achieve objectives.
• Oversee all activities including managing of youth incubation challenge fund, public financial grant management, youth migration and development, product innovations, facilitate linkage to private entities such as commercial banks, MFIs, corporate houses, work closely with government line agencies such as CTEVT on innovative youth vocational training programs, M&E- knowledge management, and facilitation with other Mercy Corps programming.
• Represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the Country Director.


• Facilitate the achievement of programme targets and objectives and lead efforts to design effective M&E systems.
• Oversee the scheduling and production of formal and informal reports on all aspects of the programme in a timely and efficient manner.
• Ensure adherence to operational imperatives as per internal/external audit requirements; utilize best practices based on Mercy Corps internal policies.
• Ensure accurate and timely programme and financial reporting to the donors and Mercy Corps’ headquarters.


Actively seek opportunities to leverage the programme. Work with other Mercy Corps Nepal programmes, Social Ventures, TSUs, and country field offices to identify areas for programme coordination


• Work closely with the country team’s security focal point to develop and maintain systems that ensure the safety and security of the team in all aspects of its work.
• Ensure that programmes are designed and implemented with a clear analysis and understanding of security management priorities.


• Any other reasonable duties as assigned.


SEP Deputy Team Leader and technical leads (TBC)


Reports Directly To: Country Director

Works Directly With: SEP Consortium Partners, Director of Programmes, Finance Manager, Programme-Related Consultants, and other Programme Stakeholders, and the National Design, Monitoring, Evaluation and Learning Manager.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures and values at all times and in all in-country venues.


• Masters and or Post Graduate degree in business administration, economics, finance, or related field required;
• Minimum 8-10 years’ relevant working experience required; preference for experience in both INGO and private sector, especially in employment creation in manufacturing, high value services, commercial agriculture and hydropower;
• Proven track-record in the area of employment creation, and complex programme delivery;
• Demonstrated ability to develop sustainable and socially actionable business models through partnerships including extensive development of youth related financial/employment products, migration for development; innovative youth skills and training program;
• Proven track record working with the Government – especially related to youth income and employment
• Familiarity with DFID policies and protocols required – specifically with the Contract funding modality;
• Strong experience in developing and maintaining organisational relationships and partnerships;
• History of working effectively and respectfully with host country government, private sector, civil society partners in complex environments;
• Strong communication, multi-tasking and prioritisation skills;
• Experience in working in Nepal strongly preferred


• The ideal candidate will have a proven track record of the Nepali employment sector (especially in manufacturing, high value services, commercial agriculture and hydropower).
• Successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
• The successful Team Leader will combine exceptional management skills and experience in maintaining donor and partner relationships.
• S/he will have an outstanding ability to develop, implement and manage innovative programmes within the current and future programme structure of Mercy Corps in the region.
• S/he will also have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills with technical skills in employment creation.
• S/he will have demonstrated skills in managing programmes in challenging environments, ability to manage ambiguity, frustration and stress in self, partners and others. Multi-tasking, prioritizing, problem-solving and simultaneous attention to detail and strategic vision are essential – as well as maintaining a sense of humour.
