Background

The Local Governance and Community Development Programme (LGCDP) is a national programme being implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by a range of development partners since past several years for effective service delivery, local development, citizen empowerment, promoting devolution and federalism. The country has adopted federal Constitution since September 2015 which has featured the three tiers of government system; federal, provincial and local. Local tier includes rural municipalities, municipalities (including sub-metro and metros) and district assemblies. The rights and responsibilities of the three tiers of governments are prescribed in the annexes 5 to 9 of the Constitution.
With this background, the LGCDP II has been extended for one more year as a transition to sub national governance programme with the objective of supporting institutionalization of sub national governance for smoother and efficient transition management.
Under the overall supervision of the National Programme Director (NPD) and the day-to-day supervision of the National Programme Manager (NPM), the Programme Coordination Unit (PCU) is responsible for providing support for the implementation of agreed programme activities. As part of the Policy and Programme Support Facility (PPSF), which is a UN Joint Programme, a Development Partner Cell (DP Cell) will continue to carry out functions related to Pillar 3 of the LGCDP II- Transition to Sub National Governance Programme (TSNGP).

Duties and Responsibilities

The Project Assistant will report to the Programme Management Specialist- Local Governance, and will work in close collaboration with the Coordination and Monitoring Specialist for the effective and efficient implementation of the programme activities.
More specifically the PA will be involved in following specific activities:
Monitoring and Reporting
• Support the DP Cell in reporting and monitoring the work progress of programme inputs and assist to document the progress on a bimonthly basis.

Programme Implementation

• Assist the DP Cell in the implementation of programme activities and to ensure achievement of progress as targeted by the programme;
• Assist to organize and manage workshop, training and orientation programmes as and when required;
• Work in coordination with development partners and government officials in planning, implementation and reporting of progress.

Documentation

• Assist the DP Cell in carrying out the works of documenting the progress, achievements, effects and impacts of the programme and ensure electronic and physical files for the DP Cell is maintained and updated regularly.

Administrative Management

• Responsible for office management under the direct guidance of the DP Cell Programme Management Specialist- Local Governance;
• Responsible to maintain and forward leave record travel orders of the DP Cell staff;
• Maintain record of office purchase goods, received goods from other sources both expendable and non-expendable items;
• Handle and properly maintain the computer, photocopy fax email and other facilities available in the office;
• Processing and follow up e mail, letters, reports and other job assigned by Programme Management Specialist- Local Governance;
• Maintain records for the dispatch and registration of letters and documents;
• Attend and prepare meeting minutes, facilitate meeting arrangements organized by the DP Cell Financial Management;
• Handle petty cash and reimbursement of petty cash bills from Programme Management;
• Be responsible to maintain all financial transactions of the DP Cell keeping proper accounts, invoices of the regular expenditures;
• Support DP Cell in proper maintaining of administration and financial system as per the NIM Guidelines

Required Skills and Experience

Education:

• Completion of Intermediate degree in Business Studies, Social Science or related fields;

Experience:

• Five years working experience on office management support including financial management skills;
• Should have a good command of oral and written communication skills in both Nepali and English.
• Should have a good command of computer skills on Microsoft Office (Word, excel and Power Point etc.)
