Adolescence, defined by the United Nations as the period between the ages of 10-19 years, ushers in the transition from childhood to adulthood – a period when many critical factors influence the foundations for adult life. There is a staggering 340.3 million adolescents in South Asia – 19 percent of the total population of the region. In India, home to more adolescents than anywhere in the world, there are a total of 250 million adolescents (19 per cent of the population). In Afghanistan, there are 8.5 million adolescents, 25 per cent of the total population. Afghanistan is also one of the world’s youngest and fastest growing populations. In Pakistan, there are 38.9 million adolescents making up 20 percent of the population.
Despite representing a large proportion of the population, adolescents are largely invisible as citizens, excluded from decisions that affect them and have limited access to information. They also have limited opportunities to acquire and share knowledge and to actively participate in decision-making processes.
The ADAP section in the UNICEF Regional Office for South Asia (ROSA) and IKEA Foundation launched a programme on “Improving Adolescents’ lives in South Asia” from 2015-2020. The programme seeks to demonstrate effectiveness of specific interventions in targeted areas in Afghanistan, India and Pakistan. This is the first time that a regional approach has been taken to bring adolescent programmes from various countries together
Communication is an integral component of this IKEAF funded programme. ROSA has committed to ensure increased visibility for adolescents’ issues in South Asia all over the programme duration. The initial steps have been undertaken with the development of a regional framework for action in 2016. Starting in 2017, ROSA has been rolling out the framework and major milestones have been achieved. ROSA is accountable to keep on delivering communication outputs up to the end of the programme in 2020.


In line with the “Improving Adolescents’ lives in South Asia” programme’s communications objectives, this consultation aims to:
• Put adolescents’ issues and voice in the public domain at the regional level to ensure that the targets in terms of audience reached and engaged are met; and
• Support UNICEF country offices in South Asia, particularly in the three countries involved in the IKEA Foundation-funded programme for adolescents (Afghanistan, India, Pakistan) to create an enabling environment for adolescent champions to express their voice at national, state and district levels.
ROSA will build upon the communications strategies developed in 2016 and the milestones achieved in 2017 to increase visibility for adolescents’ issues in South Asia with a plan to reach an audience of 50 million people in 2018. The team will continue using social media campaign and regional publicity events as a means to reach out to more adolescents and engage with them through the public domain; and by developing communications materials.

Key Assignments/Tasks:

• Develop the annual work plan for 2018 #WeTheFuture campaign
• Develop a monthly e-kit for #WeTheFuture social media campaign in close coordination with the communication unit and with technical sectors
• Develop communication and donor material to feed in the ADAP section needs
• Develop a concept note for publicity event planned for the end of 2018 and support the organization of the event.
• Coordinate with the CO communication section of (Pakistan, Afghanistan, Sri Lanka) and if possible Bangladesh and Maldives for a possible photography workshop in 2018 and coordinate across the COs to organize the photography workshops
• Work closely with ROSA communication section and the designer to publish a regional photo book featuring adolescent photographers to be launched during the regional publicity event planned at the end of 2018
• Work closely with IKEA Foundation and the three country offices to release a joint communication media product to feature success stories in the three countries supported by IKEAF
• Support COs in establishing PCA with women journalist organization available in the countries in the region
• Support ADAP section in reviewing / editing of donor reports
• Coordinate with CO’s and ROSA to map possible events in 2019 and develop a tentative action plan for the year

Working Conditions:

The consultant will be in Kathmandu based to ensure optimum interaction with ROSA. Three travels are planned in the region (places to be decided). The consultant is required to use his/her own personal laptop required for this consultancy, unless specific tasks require to use UNICEF equipment.

Minimum Requirements:

A) Education:

Advanced University degree in communication, journalism or relevant Social Sciences (Development Studies, Sociology, or Anthropology) or a combined degree in both sectors would be advantageous.

B) Experience:

• At least five years’ work experience in the field of communication, including relevant experience in social media
• Thorough knowledge of communication strategies on adolescent-related priorities;
• Experience in gathering, writing and packaging critical information related to adolescents;

C) Competencies:

• Excellent skills in the field of communication, conversancy with the region and experience with UNICEF is an asset;
• Strong skills related to the production of multimedia outputs;
• Familiarity with UNICEF style, quality and brand guidelines also an asset.
• Good negotiation skills
• Excellent writing skills

D) Language Proficiency:

Excellent written and spoken English language.

Duration of the Consultancy:

10 months (1st March 2018 to 31 January 2019)
