Quality assurance for evaluations is a multi-step process. A core step is ensuring that the Terms of Reference are sufficient for the task. This means:

a. That they are specifically reflective of the needs of the program etc. being evaluated;
b. That clearly define what is to be covered, and
c. That they convey sufficient information to allow effective technical bid submission and later quality checks about adherence to the objectives.
TOR development in UNICEF South Asia (which encompasses the Regional Office for South Asia and the 8 country offices in the region, collectively called ROSA) has several layers. One layer is the option of external support. ROSA and two other regions (MENA and ECA) have arranged a Long Term Agreement with one or more vendors to quality review draft TORs. The review template is based on UNEG TOR guidance. COs are not required to use this service but it is encouraged for any moderately- to greatly-complex evaluation. The review covers both ‘adherence to form’ (e.g. are all parts present) and also to the quality of the substantive content. The substantive content review is to examine the clarity of the objectives and questions, the relationship of the ‘ask’ to the problem and the guiding theory of change, and the adequacy of the methodological statements.
As of July 2018, ROSA COs have accessed this LTA service 14 times over 2017 and 2018. There has been no formal assessment of the quality of the reviews. Anecdotal reaction from COs is that the review are helpful but very general. There has been no attempt to correlate final quality ratings of the evaluations with the TOR review process because there are too many intermediate variables.
ROSA and partner ROs are entering the final year of the LTA contract. It is considered necessary to review the quality of the LTA support offered. As TORs are a decisive stage in assuring quality, this consultancy will examine the quality of the TOR reviews and not any other review activities undertaken by the LTA.
Given that all the TORs to be reviewed have previously been examined by ROSA, it would be a conflict of interest for ROSA to conduct this work. An independent consultant is required.


1. To judge whether the TORs being sent for review are sufficiently elaborated or should have been further developed first.
2. To verify how many review moments there were for the TORs both before and after the external review.
3. To determine whether the TOR reviews are meeting the quality standards established in the LTA agreement.
4. To determine whether there is inter-rater consistency between the review and that conducted by a third party.
5. To determine whether the reviews exhibit sufficient programmatic technical knowledge as a necessary base for the review of the evaluation TOR.
6. To summarize how valuable the reviews are felt to be by the commissioning offices.
7. To recommend improvements that can be sought within and outside the LTA to improve the TOR development process.

Key Assignments/Tasks:

1. 8 TORs that have been quality rated by the external firm will be selected by ROSA based on program importance and/or evaluation complexity
2. The consultant to read and analyze each TOR without seeing the external ratings. Deliverable 1 to be done at this point.
3. Consultant to then examine each external LTA TOR review and assess it for completeness and depth compared to the LTA rating criteria and also to the substantive commentary made by the consultant in task #2.
4. The COs that developed the TORs to be contacted and interviewed about their TOR development and review process, and about how well the external LTA review met their needs.
5. Summary report to be written

Note #1: An approach to the work to be developed together with the ROSA evaluation section, with a joint trial of TOR #1.
Note #2: The external LTA firm is not to be contacted within this consultancy. ROSA may use the results as part of its discussions with the LTA holder.


1. Annotated TORs (8) with technical comments. Each of the 8 will be a TOR that had been sent and rated by the external review firm
2. Annotated versions of the external review [i.e. not a new review but a comment of the concluded LTA review] for the 8 test TORs indicating sufficiencies and insufficiencies compared to what should have been done.
3. A summary report on the adequacy of the LTA reviews compared to requirements and expectations, plus additional observations on the ROSA TOR quality assurance process

Critical Note: The number of days for each deliverable is calculated based on work needed to meet the South Asia regional requirements. If supplemental work is requested in support of other regions using the TO or of the HQ Evaluation Office, the days allotted in the contract overall and for each deliverable will be adjusted.

Qualifications and Experience:

Education: Master’s degree minimum, in any social science field.

At least 5 years’ experience working in the fields of Monitoring, Evaluation or Research required, with at least 2 years of that in international development

Experience as a UN Organization M&E staff member highly preferred


1. Requires very strong capacities in developing evaluation TORs according to good practices in the profession. Experience drafting TORs based on knowledge of the UNICEF TOR guidance preferred.
2. Sectoral breadth, leading to the ability to incorporate critical substantive content from programme sectors into the TOR. The more experience with UNICEF program sectors the greater the advantage.
3. Interview and qualitative data analysis skills.
4. Concise and organized writing skills, including the ability to both craft clear annotated reports as well as to write a summary report.
Language Proficiency: Excellence in written and spoken English
